My pto lever is difficult to engage/disengage and the pto continues to turn slowly even when disengaged. Now the tractor will not start. Not turn over at all. It is not the battery and I have checked several safety switches.dd
Which PTO lever is hard to shift?
The ON/OFF lever,or the MID/BOTH/REAR lever?
If the tractor thinks the ON/OFF lever is in the ON position,the tractor will not crank.

The no start condition is probably that the PTO safety switch in not telling the tractor it can crank assuming that is what you mean by “will not start”.
The PTO lever probably needs to be cleaned and lubricated so that it fully goes to the off position.
There may be some cable involved that is in need of lubricant or replacement.
