B2400 won't move

I bought this tractor knowing it wouldn't move. The seller said he trained the hydraulic system and said there was traces of metal in the oil and filter. Any ideas on where to start? I'm all ears!!!

First thing to do is make sure the clutch is actually working and transmitting power to the HST and beyond.

And get the WSM (aka service manual)

Look do not touch and make sure the propeller shaft from the clutch housing to the HST is spinning.
Engage the PTO and see if it turns
If both are turning try moving the tractor one or both quit turning?

Does it make any noise when trying to move forward or reverse? Clicking or grinding sound? Does it bog the engine or any noticeable changw when trying to move. If the shaft @North Idaho Wolfman is talking about is moving and pto is working then likely hydrostat failure.
