Is it by any chance stuck in relief? Try lowering the 3 poing down just a bit. Sometimes with the cab if the 3 point hits the relief it's hard to hear. Just try the 3 point hitch down half way and just see. Just trying to come up with a couple things to help!

Yes as rentthis said that is very critical. Did they do more of a cleaning or actually take a bunch off? And almost all the Kubota engines I've ever seen apart and back together was the same headbolts, only time I've seen bolts replaced was obvious reasons as in breaking or stripping.

Check the fuses. More times than not it's a simple fuse. The clicking you hear is more than likely the fuel shut off solenoid because something is telling it not to start as in a safety switch or fuse. A common one I see go in the smaller mowers is the seat safety switch. Best of luck!

Not that it could be your problem but I always start with cheapest/ easiest solutions first. By the sounds of it I would change fuel filters. On that specific tractor there are 2 fuel filters. Both same filters but in different spots.

A little trick I've learned more than once. Hold the key all the way to the right as you would to crank the tractor over. If it doesn't start keep holding the key there and wiggle each safety switch at a time. Such as hold the key to start and wiggle PTO engage lever etc. Etc.
