It's a bidirectional dampener, not like a strut. When they go bad they will bind and cause the movement to stick.

Offset arms won't help you as you will just hit the tires. Remove the check chains and spread the arms to their wides point and give me that width. While adding pat's Quick hitches will move it back it will also lower the lift strength more than it's worth.

If it's doing it both directions I do believe the dampener is the culprit. I would remove the dampener and see how it returns to neutral.

On that model if I remember correctly there will be a second lever for PTO engagement. I think the orange knob on the left.

Either something got bent and is misaligning the belt or more likely you have a bearing in a tension pulley that is going out.

First thing to do is check the cable adjustment. If it's off it will not fully engage.

Your jumping it wrong, you need to jump from the battery cable side of the starter to the solenoid of the starter.

No product that I know of removes water from fuel. Products demulsifies the fuel, which separates the water it out of it, you still need to drain the water out of the fuel. Acetone does Zero to help with water in fuel.

The issue is that water is now trapped in the tank as it can not reach the filters or separators to get removed. And your more than welcome to ship it on over here and I'll be more than happy to fix it properly and not charge you anywhere near $2300 to do it!
