After only using the tractor to move hay all winter, I went out to service the bush hog and get ready to cut fields. I find after pushing and switching on the yellow switch, the pto light on the dash lights up but the pto wont engage. I’ve checked fuses and basic things. The tractor only has 2015 hours on it. It won’t start with the pto switch on and the buzzer goes off when you get up off the seat. It’s a HST also.

Any ideas on where to start troubleshooting?

You thread title says you are asking about a 2014 M7060 but your profile says you have a L3901.

Maybe the PTO solenoid valve. According to the WSM, "when the PTO switch is in the OFF position, the oil flow is stopped by the PTO solenoid valve. When the PTO switch is in the ON position, the solenoid valve is operated and the oil flows through the PTO solenoid valve to the PTO clutch pack to engage it."

For starters I would disconnect the electrical connector that plugs into the side of the solenoid valve assembly and inspect it for corrosion or looseness. If the problem is at the connector it could explain why the PTO isn't turning despite everything else appearing to work correctly.

If it's not the electrical connector it could be the PTO clutch. Do you have a copy of the WSM?

Where would I find the solenoid valve? I need to find a service manual when I get back to my laptop.

Look at your PM's (envelope top right).

Here is the PTO clutch valve:

It’s probably much simpler fix. Make sure the economy pto lever back by 3 point hitch is full engaged. When stuck between normal and Econo settings it will do as described

Do all 7060’s have this lever? I actually looked for it earlier and didn’t see it (on the left of the pto shaft).

No, just the 12 speed version.
540E is available for the M7060 and the M6060 so not just the F12/R12 that comes in the M7060. I have the 540E on my M6060 along with Creep range which turns it into an F12/R12. The M7060 with Creep range becomes an F18/R18.

I didn't know that the 7060 was available with an HST. Interesting.

That makes sense then why I don’t have the lever. Lol, I thought I was going crazy not seeing it.
Given that it's' a 2014 with 2000+ hours on it I would hope that it's corrosion or at least poor contact in the connector going into the solenoid valve. Is your 4WD working normally?

The 4wd seems to be working normally. I’ve had no issues out of it or with shifting.

Should the pto shaft spin freely completely around? Mine only rotates 1/4 of a turn but it’s spins freely. No struggle to rotate it. I’ve never paid attention before.

Yes, turning freely for about 1/4 turn is normal, it allows you to turn the shaft for alinement when connecting a PTO shaft from an implement.
You most likely have a wiring problem. Check the harness from the PTO solenoid back to the main harness, you may find rodent damage.

Excuse my ignorance about tractors but on this tractor is the solenoid up under the fender near where your left heel would sit on the floorboard? I was sent a pic but my knowledge of tractors is lacking.

It is on the LH side of the differential housing, just forward from the LH axle housing. Yes, that would place it beneath your left heel.

It appears from the WSM, I have to take the fender off. I’m going to do my darnedest to see if I can reach it without having to remove the wheel and fender. Any suggestions for success in checking this solenoid?

Perhaps start out simple. Crawl under the tractor, remove the connector going into the solenoid valve assembly, inspect and clean if necessary and reconnect. Also, as @whitetiger suggested, inspect the wiring harness for any damage. A solenoid is a relatively simple device and it's out of the weather inside the solenoid valve body so maybe less likely to be the problem, but if you don't hear/feel it moving when current is applied it's most likely bad.

You can see where the solenoid valve assembly is located in the image below. You should at least be able to get to the connector without removing the left rear wheel and body parts/panels.
