V2203 DI stalling

I have a 97 model gehl 4625sx skid steer. I replaced the original engine with a newer 2203DI. Everything runs fine except when operating at any kind of down hill slope. it loses power like its running out of fuel when going down hill. runs perfect on level or uphill. my dad noticed a small spring in the bottom of oil pan when we swapped them. we couldn't see anything obvious. also the fuel shut off solenoid has been removed and a plate was put over the hole. any help is appreciated

Sounds like it could be a governor spring found in the pan. A picture of the spring might help identify it.

I agree sounds like a Governor or fuel rack spring missing would cause those issues.
And yes a picture of the spring would be very helpful.
