Looks like the PTO shifter lock-out to prevent accidental selection of high speed, which is rarely used and can cause serious damage or injury if engaged on a piece of equipment not rated for that speed. In one position it blocks high speed. Flip it over and reattach and it does not.

I also have a B8200, how does a 2 speed PTO work? do i select it using the shifter to turn the PTO on and off, or is it like an automatic transmission per se. the 2 speeds are just there and engage off the speed of the engine?

On all I know about (admittedly limited), it's just a shift to select the desired output. On a 2 speed, typically HNL, and in the case of the block-off plate earlier, the H(igh) position is blocked unless explicitly made available. Very important so someone doesn't forget and set it to high with say, an auger mounted, and get someone seriously hurt.
