Q D600 Setting Governor?

A month ago I was chasing a problem and adjusting the governor. I found that I could enrichen the mixer and make it spew black smoke under load as well as lean it so there was no smoke, nor power under load. I then set it back to the original setting where it gives a little grey smoke under load.

Is there a recommended way to set this?

I have a wideband O2 sensor and am thinking that I could set the a/f to say 14:1 to 16:1 under load... would this be a diesel technique to use?

Sounds like you were futzing with the injector pump.

I'm pretty sure the recommendation is to leave it alone. Wasn't there a non-tamper cap or safety wire?

Nope. Pump, injectors, et al are fine. I am referring to the high load adjustment screw of the governor (#5 below). This is in the D600 manual. It controls how much fuel is added at max load. It simply stops how much the rack moves which in turn, controls how much the fuel inlet port opens:
