Has no power to the starting side of the selinoid but does have power to the run side. Therefore it will not start? Any help is appreciated

Be sure what terminals are supposed to be energized and when. The fuel shutoff solenoid may only get power for a few seconds when you turn off the key. That stops the flow of fuel to kill the engine. If you have access to a schematic diagram it may help.

Welcome to OTT
Sounds typical for inoperable neutral start switch or pto switch. Is trans shifter in neutral & pto control in off position?

Are we talking about the fuel cut off solenoid?
