Might be a weather hood to go over a ground feeder . Birds and the like. "weather vanes" with the wind, keeps the grain /feed dry

I think twomany is right. I've seen cattle feeders like that around here with similar covers.

That makes sense. I was pulling some old feeder bunks out of the weeds.

The fin would catch the wind and spin it around I'm guessing.

As mentioned, it's the top of a mineral feeder. The center shaft fits into a piece of tubing that allows the top part to spin freely. The weather vane allows the wind to rotate the top to cover the mineral which is in a fiber tub underneath the cover.
