The timing is wrong!
I can't tell if it's gear timing or injection timing, but it's way wrong.

I’m 99.9% sure the gear timing isn’t wrong
I replaced the shim for the pump as it came and it had never been apart but it had sat for years in a boat in fact the shim never left the block , it was stuck so I left it
If I got a couple of shims would it be ok to add them one at a time to see if it helps?

You were correct Wolfman.
I reluctantly took the timing cover off and the crankshaft gear was a tooth out.
I know what i did ..
When I was rebuilding the engine I lined up the dots when the gear is pushed in on the bevel ..this was wrong, I should have lined up the dots on the front and as it slides on and twists the dots no longer line up.
The fuel pump and camshaft gears are easy , they're flush but the crank gear is twice the thickness of the idler gear in the middle and bevelled.

Anyway I feel like an idiot but looking back at the manual the dots are lined up from a frontal view but in reality they're not when it's done correctly.
Thanks for trying to help everyone.

Now to put it all back together. I've got away with damaging anything thankfully.

The reality with my Z482 is that when the Crank gear is pushed in those 2 dots don't line up so it is somewhat misleading.
