PTO is engaged, you need to disengage it for the tractor to start. ;)

Sometimes the safety switch will not make up so set it and release it a couple of times. Let it snap back, or maybe try holding it up as in the released position. Sometimes the linkage is just a tad out of adjustment.

I don't know anything about an L39 but does it have a mid PTO? Even if it does not according to the link http://tractorpoint.com/forum/kubota-tractor-review/194222/1/Phantom-mid-PTO-signal-shuts-off-engine-and-keeps-it-from-starting.html it probably still has the harness for it.
It doesn't have a mid pto but thanks.i see I'm not in the same boat.. First thing I'm going to try is seat safety switch.it probably doesn't have anything to do with the Mid pto light coming on but the tractor quite when I was turning the seat around or maybe when I stood up to turn the seat.i will keep you posted thanks

For some reason the tractor "thinks" the mid pto is on. Need to find out why. Relay, wiring, etc? There's probably a wire underneath the tractor that's broken, shorted, open, etc.
