l3710 THE 3 POINT IS STUCK WILL NOT COME DOWN

I assume you have tried to adjust the speed control knob. Have you looked at the 3pt control to make sure everything is moving as it should?

2 things come to mind, Roll pin on lever has fallen out or broken, (rare)
or the feed back linkage has become disconnected (more common).

In order of the most frequent to the least frequent:
drop speed control "off" (you've ruled that out).
position control feedback link came loose/off.
lift lever roll pin sheared (unlikely unless the lever is forced somehow)
position control valve problem
hydraulic cylinder problem.
