This problem has already been resolved! I am posting this in the hopes that someone Google's their issue and finds this post!

When I try to start my tractor I get a whirring noise, I assumed an issue with the starter, but I noticed the fan belt was engaged which doesn't fit with a starter issue...

Although the fan belt (and the crank shaft) was spinning I did not get any compression or at least noise from pistons compressing

Solution

The choke spring was disconnected! My choke was fully engaged which apparently also engages a decompression switch on this engine

I reattached the spring and disengaged the choke, voila started like normal

Choke? Decompression lever, decompresses the engine by opening the valves relieving compression. No choke lever, this is a diesel engine.

Yep, like mentioned wrong terminology. No choke only decompression knob. With the knob pulled out the engines spins faster to warm it up for easier starting. As you crank the engine push the knob in and she fires right off!

Do not use that knob to shut the engine off. Shut off the fuel.
