So I just bought a 2007 L3940 and from what I can tell it's an interim tier 4 engine but I can't tell if it's got a dpf with a regen cycle or what?

Any input?

Someone may correct me, but I believe as an "interim" Tier IV, yours only has an EGR valve. On the "Final" Tier IV, it would have a DPF w/regen.

I'm not too familiar with EGR. Are there any concerns with it? Performance issues? Any maintenance it needs?

EGR = exhaust gas recirculation
Not really much to do with it, just replace it if it fails. ;)

Egr engines do not like light load or excessive idling, they need to be worked or you will eventually have intake plugging with oil carbon mix and it is not fun to clean out. Nothing detrimental but over time it is something to watch for.
