A disk would work best in most cases and a used one can be found somewhat cheap.

Follow it with a piece of chain link fence. I use a 2x4 at the front with the chain link secured to it, rope from there to the hitch on my 4-wheeler.

Drag it around and it will aid in leveling and busting up clogs for a nice finish.

a cat 1 tool bar with 3-4 narrow point spring shanks work great. i run a 5 foot tool bar with either twist points or a lifting sweep, with a aggressive setup break up little spots and holes, seed down, then drag level.

Simple thing would be a spike tooth harrow, or drag harrow. ;)

They are all over the place for cheap, I have several.

What size disk should I be looking for that I can pull effectively?
A small one like Ken Erickson has in his picture would be good maybe 4 feet. If you hunt on Craig's List and can not find a small single one but found a double disk you could remove the back set on most of them.

You haven't described how much/how many acres you have to seed. You may have a neighbor with similar equipment that you could use on your tractor or if it's too large have him do the discing for you.

If you purchase an implement you wouldn't want anything wider than 5' .
