Are you talking about an O-ring on one of the rods of the dump cylinder?
Bet it's got paint on it...
It's a O-ring to keep paint off the wiper of the cylinder while it's being painted.
Look at all the others bet they have them too.

Part of the dealer prep process is to remove those o-rings. As wolfman stated, their only purpose in life is to keep paint off the rod seals.

Never heard of a bucket jack.
