My 9540 started "slugging" losing power then slowly regaining full RPMs. I replaced the fuel filter, cleaned the water separator and drained a very small amount of water from the fuel tank. It ran perfect for about two hours then started slugging again. Any suggestion?

Empty your fuel.....maybe you got something in the fuel that is getting around the filters and separators and causing the hesitation.

Hope it is NOT a fuel delivery problem......injectors? Pump?

I too say dump the fuel and check it.
Sounds like it's contaminated.
Worse case add some stanadyne and soltron to it to treat the fuel, temps are getting up there and algae can set in.
