Transmission Fluid Level Through the Gauge (L2202DT)

Hi guys!
I mounted a F.E.L. on my tractor & a tool on the 3PTO hitch.
So, I checked the level after to stoped the engine & all tools in "down" position.
The level is in "high" position. It's OK!

But when the engire's running it's difficult to lift at the same time front & rear tools in "high" positions!?
In that position the Fluid Level Gauge is under "low" position...

The problem come from the F.E.L. because lot of fluid stay in the hydrolic lines...
It's possible to mount/unmount this F.E.L. but it's a slowly manipulation for me ; so it's always mounted on my tractor.

So I'm asking if I have to check the Transmission Fluid level with all tools in "down" or "high" position (maybe just the F.E.L.), with running engine or not?
I think with stop engine but....?

Can you help me please?
