It's possible however I wouldn't think it would be able to build enough pressure to blow seal vs how easy it is to remove the dipstick
Good point.

Is the seal pushing out of the cover it's pressed into or is blowing at the lip that contacts the PTO shaft?

The whole seal comes out of the casing it's not the inner sleeve that touches the shafts itself

I'm thinking that maybe the inner bearing is about to go out and the mower drive shaft is vibrating is out

You could try a few things.

Use some sealant around the new seal to help hold it in place or use a center punch to dimple around the opening in the case to hold it in. Center punch would be my last resort though but I'd likely try this before replacing the cover.

Yes most of the time you see this happen, it's either a cracked case, or a bearing is going out or is out and it forces the seal out. ;)
