    It's easy to tell- there aren't that many holes in the axle for adjustment- if the tire looks fairly centered with the fender, then you should have one more step to the outside.

    Tight. You need to torque them- sorry that I can't remember the amount, but it is up there. They need to be tight, so that the hub doesn't wiggle on the axle.

    Nothing major- just make sure that you properly tighten those bolts back down, and make sure that each wheel has a locating pin, and it is in good shape and installed.

    If it has to be removed anyways, then I'd do the same thing- repair the part, and it will probably be stronger than the new one. Unless the bores are worn- perhaps having the new one will tighten things up, making it worth it.

    Have you gone to the dealer in person? Try that- go see your salesman. Ignoring a phone message is one thing. An expectant customer is different. Is the tractor brand new? Are you certain it came that way? The dealer will probably say that you dented it, so you need a ready reply.
