Problem solved when I was able to move the connection lever to the correct position (used a metal rod to lever it down). Thanks for everyone's thoughts on this.

Lifter wont respond to control lever. No visible hydraulic leak. Recommended fix is to remove couplers and reseat to see if there is a leak. But I can't move the handle due to location next to lifter arms.
