I agree that tires are a good place to start looking at. Also check your suspension, and the wheel bearings. Is everything tight? Have you had the bearings serviced? Are they torqued properly? If you are loading the trailer properly, then it has to be either tires or suspension. I doubt that...

You might want to just give the front end a good once-over- if the shaft is tough to get back into place, it would have to be just as tough to get it to fall off. Perhaps you have something/things loose on the front axle, allowing it to move or drop more than it should when you are going over...
