Sounds like the new valve is plumbed in parallel, not in series with the the rockshaft/3PH valve. Hydraulic fluid, like electricity, will 'take the path of least resistance' back to the tank, and that won't be the valve commanding work

Unplug the quick disconnects, clean, and then reseat them. This fixes most 'my loader won't xxx' issue.
