When replacing a head gasket and bolts I think the manual is stating the torque amount is 32 lbs. Once that's done what is the amount of degrees needed for an angle gauge once they are torqued to the correct poundage? Also does it need to be torques half the poundage and then the other half for the full poundage?

I have replacement bolts for the head. Can I reuse all the old bolts for the rest of the assembly like the valve cover etc?

Yes.

When you remove bolts it makes it easier to keep track of them and make sure you insert them in the correct position if put them in a piece of Styrofoam or cardboard.

Example, if you remove a water pump get a piece of a cardboard box and sketch the shape of the water pump. Then take a punch or a screwdriver and poke a hole on the outline of your sketch just where the bolts are on the pump. Then when you remove the bolt, insert it in the proper hole. Makes it real easy to put them back correctly.

Have fun!

There is a little rubber blue washer looking thing that I think came off with the original gasket. think it's an o ring that goes around a little nipped of the block in the corner. Can I reuse the old one? If so is there a specific way to put it on like before or after the gasket?

I would suggest to NOT reuse that O-ring. It's been compressed and it may not do it's job the second time. Then, when you find that $1 O-ring is leaking you have to remove the head again!!!!

Identical is the key word here.......some oil rings are "harder" than others, some are more oil resistant than others too.

This will help you - if you run up the road and get one from auto store and finish up your rebuild, and 3 months from now you find a leak - will it be worth it?

I bought a whole set of cheap china oil rings and slapped one in on top of the injector pump.....if it leaks, it is verrrry easy to get to - yours does not seem easy to get to.

I would order two from kubota - cause the shipping for one will be more than the O ring! :D:)

The ring looks damaged. I wouldnt reuse it.i dont see any reason you cant use a generic o ring. I believe its engine oil so pressure isnt all that high. Getting correct size is important. Metric are different than sae o rings. Concerned? Get a 90 Durometer metric o rong.
