Hard starting cold

guys I have trouble starting the Kubota 2200 tractor I use on my job when it is cold. I have a good idea that the glow plugs are not getting any juice. Can you tell me how to check this out or what else to check?

Yes the glow plug indicator light does come on, but I put a meter at the connecting bar at at the plugs and got no reading.

Whatever you do, dont start it on starting fluid! Once they get used to it they get dependanton it, andis ruff on the engine!
