None of these RAL numbers will match the new Kubota orange. Don't know about the gray.

Not true. Ral2009 is new Kubota orange, and ral2004 is og orange. Further, for "rops grey", Rust-Oleum gloss charcoal gray is dead on.
I've made countless samples and cannot tell the difference.
Please also note orange (not just Kubota orange) is one of the worst colors for fading. If your machine has been out in the weather, you will have difficulty. Mine are garage kept, and the color is perfect.

To mix a match, start with 1 gallon each of safety Red,Yellow and Blue plus 1 quart of black and 1 white.

what paint code do you use to match your tractor?
I have a set of original RAL colour sample cards. For the new Kubota orange I could not find a match, so I got a few liters mixed from a sample. For the frame, axles, engine, gearbox etc. I use RAL 7016 which is not a 100% match but very close and since I plan to respray everything it was acceptable. For the off-white from the wheels I figured RAL 1015 is very close to my original rims, but it looked too yellow-ish compared to some other parts on the tractor so I mixed RAL 1015 with RAL 9010 with a 50:50 ratio.
