TL10 common rail.

I am working on a brand new V3307-CR-T. Just installed it in a Takeuchi TL10V2. No codes ,new ECU new wiring harness, new delivery fuel pump and almost all the rubber fuel lines replaced.
I have 12.5 volts on what I consider to be the high pressure solenoid. I don’t have any fuel going into or out high pressure pump. Any ideas will be appreciated.

The ECU came in a box with the new engine. I asked the dealership if it was programmed correctly. Their answer was that it was plug and play. There has to be something that’s not letting the fuel into the high pressure side of the pump. The dealership (Takeuchi) said he doesn’t know what turned it off or on.
