Seat safety switch

I have a K422 zero turn that won’t start … I am checking safety switches…my seat safety switch when plunger is down gives me continuity on the 2 outside terminals and also the 2 inside terminals…..Is this how the switch operates? Switch # K 3011-56910… thanks
