We're going to put people on Mars, but we can't get a Secret Service person on an obvious roof threat because it's too dangerous?

The bigger question is why were the Secret Service on that garage roof looking toward the crowd? It appears that the persons in charge of the security detail were not very experienced. I doubt that they assigned the cream of the top of the Secret Service agents to the Presidential Nominee for obvious political reasons.
