Neutral switch plunger prevents centering

I recently acquired a B2620. The trans center to neutral from either forward or reverse. It was obvious that the centering roller wasn't getting pulled all the way down into the v to center the pedal. The dealer that I bought from was stumped but said that there must be something hanging up somewhere inside the frame.

After digging into it I discovered that the plunger rod that pushes on the neutral safety switch was bottoming on the switch long before the pedal center. So it was keeping the centering roller from seating into the v shaped linkage. I removed the switch and the pedal behaved perfectly. There wasn't enough adjustment on the switch so I cut a 1/4" off the end of the plunger rod. Now it all works perfectly and I have a safety switch that actually works as it should.

Now the question; has it always been like this?

Is there something inside the frame that is going wrong that would cause this condition?
