Kubota V2403, out of control

Hi there!
I’m looking for some help with my Kubota v2403.
There was some job done with injection pump (one section was stuck). After that engine is totally out of control: revs are going up to some crazy level, there’s no response to throttle, I can’t shut off engine with key (solenoid is ok). Only cutting off diesel or air can help to stop this mess.
I checked the sliding element on the side of the pump. I didn’t hooked it to governor lever correctly so I made it as it should be. But even after that there’s no improvement. I checked it once again: two springs on governor lever are located right in place and they’re not stretched. Also, levers are working fine, fuel pump isn’t jammed and fuel pump rod is sliding in full range from left to right. I’m suspicious about one thing: I have to put some effort to hook this sliding rod correctly to governor lever (I have to put the pump a little bit into casing, then manoeuvre the lever max to the left and last put the rod in right place with screwdriver pushing rod to the right. It’s a bit complicated and need to put effort to make it right. From my point of view it look like governor lever lacks range to hook easily with pump.
Is it possible that I damaged something or rotated governor lever in housing as I put the injection pump for the first time incorrectly? Desperately need some help, Kubota KL series is not very popular in my country and M-series (which is quite common) guys have no experience and no will to help.

The fuel rack plungers can be installed 180* out. The full throttle running is the symptom of this.
The plungers I am referring too are the flute(stair ) cut part that rotates with the rack slide. Not the lifter portion. Hope this helps.

Pull the cover off the side under the injection pump.
And take a picture of the governor and the rack pin.
This cover (might look different on your model.

Did a professional fix the injection pump?
Because if it was rebuilt wrong it will go full throttle without control like @kubotafreak said.

Pull the cover off the side under the injection pump.
And take a picture of the governor and the rack pin.
This cover (might look different on your model.

Did a professional fix the injection pump?
Because if it was rebuilt wrong it will go full throttle without control like @kubotafreak said.

Here’s a picture. As You can see sliding pin is touching governor lever. There’s no option to move pin to the right because is no more movement at pump. Also, governor has very small range of movement and I can’t move it more to the left.
Today I disassembled and assembled injection pump once again. Section are moving smoothly, barrels inside pumps body are on marks with sliding pin, rack plungers are turned with cut side to the sliding pin.

there is normally a slot in the governor linkage.
Let me look around for more pictures of the V2403 governor linkage.

I thought about that solution. But in this case imo there is nothing to control throttling. Pin will be not attached to any linkage. On the left side there’s a regulator, which has constant position. On the right side there’s only solenoid valve. But I depend on Your experience and knowledge.

On the left there might be a spring that would keep the rack up against the governor.

I found this diagram, there is no spring on regulator. Today I saw this part, construction of the pin in my engine don’t let to use any spring, there is no stop or hook so spring will fall into crankcase.

Yes that assembly has the spring that keeps the rack up against the governor
The pin on the end hits the end of the rack on the injection pump.
Pull that assembly out ( do not remove the adjustable portion) and make sure the pin is not bent or broken.

It was a little bit bent but I made new one on a lathe. It should sit stiff in housing or spring should let it move left or right?

Show me the part you made?
Or the old part.

If it's the part I think it should move in and out with the spring.

Yes like @lugbolt said the pump rack is in the wrong location on the governor.
Remove that assembly part that you had to make the part for, before you reinstall the pump.

You can buy that whole assembly for fairly cheap if you need to.

I’m from Poland, if I’ll order this part today I’ll wait about 2 weeks for it :/ kubota in Europe has major problems with spare parts for older tractors, they order everything in Japan.
