GR2120 Mower Deck won't lower

I'm having a problem with my GR2120 (99 hours). I just removed the snowblower and while trying to put the mower deck on I found the hydraulics won't lower the points where the deck connects. The hydraulic cylinder seems to go up but not down.
I checked fluid, and added a little bit, but I don't think this is the problem. The cylinder that activates up/down shows some fluid leak on it, but no drips are forming on the ground below it.
I checked that the connector that lowers the snowblower is securely reconnected, and its no leaking either.
And the grass is growing. ..

Make sure the cutting height adjustment knob is turned all the way to the lowest cutting height setting.

You may need to raise the arms all the way up to be able to turn the knob, adjust to the lowest setting, then lower the arms to see if they go all the way down.

The three point has no down pressure available, only gravity pulls things down.

Lower the three point lever to the lowest position.
The mower arms may need to be pulled down by hand or some mechanical force applied to get them to lower.

The GR2120 is a garden tractor, it does not have a three point on the back. Only MMM arms.

The mower arms may need to be pulled down by hand or some mechanical force applied to get them to lower.

Very likely the case, once the cutting height adjustment is set to the lowest setting.
