I would look at the brake linkage and make sure that the brakes are actually releasing properly. There may be something jammed in the linkage holding the brakes on or there may be a round shaft that enters the tractor case that activates the brakes. The joint between the case and rod may be rusted so the rod is not actually releasing the brakes. Spray it with rust penetrating oil like PB blaster or similar penetrating oil.
