3560 Forward Speed Issues (fine in Reverse)

Out of nowhere my 3560 HSTC, after an Oil change (all oils) and a trip to the dealership for a new seat, and a regen... it now has limited forward speed....

Reverse seems to be fine. I can go forward at 4.2 mph maximum in medium gear, and reverse at 7.6. (typical is about 8-9 in medium gear. The engine speed itself doesn't matter... as I am getting proper RPM.

There is a variable control for the speed on the treadle on the floor. Its a fly-by-wire system... no physical connection to the throttle.

If I use the manual throttle to control the engine speed I still have issues forward maxing up anywhere from 4.6 to 9... where it used to be up to 12 to 17 mph max..

I'm wondering if the fly by wire rheostat (sensor) on the treadle speed control could be bad allowing it to work fine in reverse but not fine in forward ?
