Pull the tank off, drain completely, use purple cleaner and water and clean the tank of any fuel.
Then use Calcium lime and rust remover, let it sit for at least 24 hours with that in it, then rinse with water then dry completely.
If you want to coat the inside of the tank you can get some Por-15 or Red Coat and coat the inside of the tank.

You may end up having holes in the bottom.

There is the repair method I used and another member had old tanks that he will sell to you if you send him a private message.

The POR-15 treatment that Wolfman mentioned will fix small holes, and prevent future rusting.

To get the rust out of mine first, I scraped it as much as I could, then got the particles out with a magnet.

My Ford 9N had a very rusty tank. I placed about 3 feet of old chain inside it, along with a magnet tied/wired to the chain. After a few months use...the chain vibrating and sliding around inside....that tank was absolutely clean. Pulled the chain out, cleaned the magnet, and put it back in as I couldnt imagine it causing a problem, and never had a further problem.
