B5100 fuel system

I'm new to this site. I'm here in need of help. I recently purchased a B5100, 4x4, manual trans with a z5 engine. I have no throttle control.
I have cleaned the fuel system up to the pump. When I get the engine running, I have no throttle control and the stop lever doesn't "stop" the engine. I have to turn off the fuel valve at the filter to stop the engine.
What is happening and how do I fix it? Thanks for any help!

Sounds like the rack on the injection pump is stuck, you can remove the cover on the side of the block just under the injection pump to access the rack, try and move it very gently, do not over force it.

The rack is the control rack in the injection pump.

Dave, thanks for the link. I had most all of the pdf's but not all. The part# list will be helpful I'm sure. I looked through the pdf's at the associated images. None of them had anything listed as the "rack". Being new to this I'm sure it's something that's in a picture but I don't know what I'm looking for. I'm having no throttle control and I can't turn off the engine with the "off" lever on this B5100.
