If the tractor has been sitting overnight or for a few days when I first start it the oil pressure light will stay on for about 1 second or so. However if I'm just using it during the day and it and hasn't sat for more than a couple hours oil pressure light goes off immediately when I start it up.

I thought the filter might have a bad drain back valve so I replaced it with a new one but the new filter there is no change in Behavior of the low oil pressure light.

Is this normal? The tractor has 23 hours on it.

Both my ZD mowers do the same thing (26 and 31 hp). If there were no oil in the engine I suspect it would take 5-10 seconds to get the oil up to pressure.

For some engines, this is 'normal'....whilst sitting, the oil 'drains back' into the pan. When you start the engine, it takes a moment for the oil-pump to pressurize the system.

It bears reminding that MOST ENGINE WEAR OCCURS DURING WARMUP. During this time, the clearances between metal parts is tighter than when at operating temperature. (More metal-to-metal contact)

Hence, using a high-quality oil that will protect metal parts during high-stress periods is imperative. Personally, I use Rotella T6 oil. This is perhaps the very best motor-oil available on the shelves at Wallymart. The 5W allows good flow on a cold engine and the 40W will protect when other oils give up.
