    I have found the problem! The plunger was stuck. Not sure how this just happened to come up. Thanks for the help. It finally clicked as to what it could've been.

    I decided to remove this piece of the engine stop lever and found that this plunger is not protruding from the threaded side. I'm guessing that may be where my problem is?

    No I didn't take any of that out. Only took off the governor spring from the throttle linkage so I could remove the timing cover. Didn't mess with anything on the injection pump.
