I found it! It was the PTO Clutch Lever that was not making contact with the safety switch!

I lubricated the pedal and checked the adjustment of the neutral safety switch. I did replace the seat safety switch with a new one and removed the bypass. I will have to try the key switch. Is there a way to check the switch with a voltmeter before I buy a new one?
