yes, most likely... It might be awkward, but try engaging the PTO with the seat tilted forward... or zip tie the sensor down. I ran the wire to the sensor, over the "arm" that detects if someone is seated in the seat (basically holding the sensor's arm in the down position)...

You can also look into "needle valves" You can get them to control speed in one direction or both direction. I have a couple of adjustable needle valves, you can adjust how fast or slow you want it to work, vs. a single fixed restrictor speed. Plenty of places to buy... Need to know what...
